Various groups have worked together on the issue of voluntary self regulation of Reiki healing and other complementary therapies. This is to create national standards for Reiki practices so that clients can be assured of a quality standard from Reiki healers. Voluntary self regulation could pre-empt mandatory government regulation through an act of parliament. The Prince's Foundation for Integrated Health has been involved with other groups to facilitate progress in this area.
The Reiki Council has recently been created from the Reiki Regulatory Working Group. The Reiki Council intends to be the lead professional body for Reiki practitioners. You can read more about their mission here.

Skills for Health was set up in 2002 as the sector skills council for health. Sector skills councils liaise with industry to define the skills required for work within the sector. In 2008/2009 Skills for Health reviewed the National Occupational Standards (NOS) for a range of complementary therapies, including Reiki. In 2009 Skills for Health published The Complementary and Natural Healthcare Qualifications Report which describes the availability of courses in Reiki and other therapies.

The issue of regulation of Reiki has already proved contentious and is sure to continue to be so with many practitioners and teachers. While the diversity of ways in which Reiki is practiced may have been of great benefit to a great many people it does little to ensure a minimum standard of Reiki practice. The Reiki Council state that one of their objectives is 'To bring together and consult with the diverse strands of Reiki with lineages traceable back to Mikao Usui, who attune in person, face-to-face and who are in agreement with the definition of Reiki as agreed by the Reiki Council'.
